It is an envelope that is handmade and decorated pretty. It is loaded with tags, wands, a card, handmade embellishments or store bought embellishments, and etc.
For a non-crafter, you can load it with tags, a card, a gift card, a pair of earrings or a bracelet.
How to make a loaded envelope?
There are several videos on YouTube. Just do a search "loaded envelope tutorial".
There are lots of versions. You can use a 6x9 envelope and cover with scrapbook paper and then add pockets.
You also can make an envelope with one 12x12 piece of scrapbook paper.
